A Kerrville man was indicted and found guilty by the 216th Judicial District Court of Kerr County of knowingly or recklessly torturing or in a cruel manner causing bodily injury to an animal, a federal offense. Justin Blake Carrion, 29, of Kerrville, was released after paying on the $10,000 bond.
The Kerrville Police Dept. arrested Carrion on July 3, 2024 following reports he tied up his dog by its neck with a wire or cable. Court records state that pictures of Carrion’s dog, named Midnight, show layers of damaged skin all around its throat.
Carrion must comply with several conditions, including not being allowed to own or live with a dog, reporting any additional violations to his probation officer, paying monthly $60 supervisory fees, and allowing random home visits.
Carrion has been arrested eight times prior to this latest offense on charges including possession of drugs, evading arrest, and probation violations.
Kerrville Pets Alive! fostered Midnight, provided the dog’s funding for its medical care, and have found the dog a new permanent home. “We hope that this charge sends a clear message to pet owners that animal cruelty is illegal and will be prosecuted in Kerr County,” said KPA!’s board president Karen Guerriero.
