Families recovering from the July 2026 floods are facing another setback after FEMA denied Texas’ request for Individual Assistance, according to a letter released from Texas Gov. Greg Abbott’s office. A portion of that letter states:
“The September 1, 2026, major disaster declaration FEMA-4935-DR and a subsequent amendment authorized Public Assistance for 23 counties. The damage to the infrastructure was significant in the areas designated for Public Assistance. However, based on the results of the joint federal, state, and local government Preliminary Damage Assessments, it has been determined that the damage to the infrastructure in Atascosa, Bexar, Blanco, Brewster, Comal, Medina, Terrell, and Wilson Counties is not of the severity and magnitude to warrant their designation for Public Assistance under FEMA-4935-DR. Therefore, your request for Public Assistance for Atascosa, Bexar, Blanco, Brewster, Comal, Medina, Terrell, and Wilson Counties is denied.”
In a statement, City of Kerrville Mayor Joe Herring, Jr. expressed disappointment with the decision, saying residents across Kerr County continue to struggle as they rebuild their homes and restore their lives. City officials said they hope the appeal process will lead the Federal Emergency Management Agency to reconsider and make assistance available to affected individuals and families.
FEMA explained in their letter that “this denial may be appealed within 30 days after the date of this letter. The appeal, along with additional information justifying the appeal, should be submitted to the President through Arsany H. Thomas, Acting Regional Administrator, REMA Region VI, located at 800 North Loop 288, Denton, Texas 76209.”
Kerrville officials pledged to continue working with local, state and federal partners to advocate for recovery resources.
